Why do my radiators come on when i turn my hot water system on ?

In the last year i have a had a new pump and a new valve (cant remember what its called) which supposedly directs the water to either the radiators or the hot water tank. But still i have this problem of the radiators coming on only when i turn the hot water on.
Any help please as to what can be the problem ?

Most likely the wiring is at fault if the valve and the pump are new.
When the programmer is set to heating and hot water you should feel both the pipes leading from
the valve (hot water tank and central heating getting hot). When the programmer is set to hot water only the hot water tank pipe should be getting hot.
There was probably nothing wrong with pump or valve. Get someone who knows what they
